A "lawgiver" is a person who, through in-depth study of the Holy Scriptures of the Prophets, the Teachings of Christ and the Apostles, has gained an understanding of the Law of God's Will, His Covenants, and Commandments, and who teaches and explains it to others, but does not himself keep God's Law, only outwardly observing it.
