The "victory" of God is the overcoming, crushing, annihilation of sin by the people by their constant obedience to God's Commandments, and the transition from the deadly state of living in iniquity to a righteous life leading to Eternal Life.

"Victory" of man is a symbol of man's achievement of life in righteousness by his unceasing fulfillment of God's Commandments and a symbol of his preservation of a godly way of life at its physical completion and man's entrance into the Eternal Life, into life beyond the physical body, beyond time and space. 

The "victory" of man is a symbol of man's actions and deeds to overcome his egoistic "I", his sinful impulses of the flesh, his creaturely instincts.
