"Weeping" is a symbol of manifestation of deep inner repentance of man before God in his sins, testing of remorse.   

"Crying" of the righteous is a symbol of regret, compassion, bitterness from understanding, comprehension of the consequences of rejection, violation of the Will of God, His Laws, Commandments, from the realization of the inevitable destruction of those people who will not repent of their sins and will not change their way of life, committed in evil, wickedness, iniquity.

The "weeping" of sinners is a symbol of the grievous, oppressive state of the peoples, who suffer the consequences of their evil deeds, violations of God's Commandments, who feel sorrow at the realization of the lost opportunity to achieve a life of righteousness, leading to Eternal Life.
