"Sanctuary" is a symbol of God's Will revealed to man, His Commandments, the knowledge and fulfillment of which keeps, protects, preserves man from committing evil and its consequences. 

"Sanctuary" is also a symbol of "Cities", gatherings of righteously living people, in the midst of which every person can find spiritual protection, support, comfort from various temptations, hardships and difficulties.
