"Ruler", "Rulers" is a symbol of religious, political and other leaders, leaders of the world - theologians, theologians, pastors: founders of various religions, beliefs, political ideologies, philosophies, who variously using fear, obedience, trust of peoples, exercise over them their undivided rule, their religious, political, economic power, not corresponding to the Covenants, Commandments of God, manipulating, controlling their consciousness, establishing, regulating their way of life, subjecting them to their laws.
