"Shepherd" God is the manifestations, actions of God, Who, revealing His Commandments to the peoples, makes them obedient to His Will and so spiritually "shepherds" them, i.e. guides their lives, protects them from committing evil, sin and their consequences, delivers them from delusions, from various kinds of dangers.

 "Shepherd" Christ is the spiritual Son of God, who by perfect knowledge and embodiment of the Will of God has attained the spiritual "Image" and "Likeness" of God, and who proclaimed to the peoples the Doctrine of the Will of God, makes people obedient to God's Will and so "shepherds" them, teaches them to follow God's Commandments, warns them, protects them from following false teachings, from committing sin.

"Shepherds" are Patriarchs, Prophets, Apostles, all the Righteous, who are instructors, teachers, teaching in various ways the true understanding and fulfillment of the Will of God, His Commandments, preached by them.

Negative Meaning.
"Shepherds" false - is a symbol of various religious leaders of the peoples - the founders of various false beliefs, false teachings, which are followed by many people, so plunged into doing evil.
"Shepherds" false - are false teachers of peoples, religious teachers - Pharisees of the past and the modern religious world, honoring God only formally, in words, by external, ritual, ceremonial, bootleg veneration, but distorted the true meaning of His Will, not fulfilling it, and thus destroying the true worldview of people, leading them astray.
"Shepherds" who are false are teachers who "flatter the ear," i.e., who preach false interpretations of the sayings of the Prophets, Christ and the Apostles, religious "Fables," fabrications and illusory, mystical fantasies that are pleasant to listeners. They are ministers of only the "Letter" of the Bible, who do not understand the inner, spiritual and figurative meaning of many of its texts and spread these lies to others.
