"Flour" is a symbol of the initial, first knowledge of the Will of God, the basic moral, moral requirements of God's Commandments, as especially understandable to the consciousness of the peoples of spiritual Food, the necessary "Bread", spiritually edifying, satiating the Spirit and soul of man.
